On this call, Jocelyn Guyer, co-executive director of the Georgetown Center for Children and Families (CCF), discussed the recently proposed ACA rules on eligibility and enrollment systems, and their implications for children and families. The rules, released in the Federal Register August 2011, address the expansion of Medicaid; procedures for evaluating eligibility for Qualified Health Plans provided through Exchanges; eligibility for and enrollment in “affordability programs”; and the details of how the advance premium tax credits will be calculated and administered.

While the proposed rules offer a sweeping vision for creating a modernized eligibility and enrollment system, some major issues exist that may limit access to affordable coverage options for families with children.
