What:

The implementation of the Affordable Care Act (ACA) will require significant effort, particularly at the state level. With the support of The California Endowment, a group of national advocacy organizations, in consultation with a group of national funders, have written a report “Where the Rubber Meets the Road: Strategies for Successful State Implementation of the Affordable Care Act” that outlines the critical roles state advocates, national organizations and funders will play in implementation.

A number of national funders (including The Nathan Cummings Foundation, The Atlantic Philanthropies, The California Endowment, the HJW Foundation, The Langeloth Foundation, and the Rockefeller Foundation), acting on the report’s recommendations, have collaborated to create the Affordable Care Act Implementation Fund, which was launched in January. The fund will provide strategic support to state-based health advocates to ensure effective and consumer-focused implementation of the ACA. The initial round of funding is targeted to sixteen states: California, Colorado, Florida, Illinois, Maryland, Massachusetts, Minnesota, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oregon, Utah, Virginia, and Washington. Additional states may be included as new funding is identified. One of the goals of the Fund is to engage new funders at the state and local level in this effort.

On this GIH audioconference, Robert Phillips from The California Endowment, Sara Kay from The Nathan Cummings Foundation and Karen Quigley from Community Catalyst discussed both the report and the Fund and ways that foundations may want to consider them in their work and funding decisions.
