Beyond H.R. 1: Protecting and Rebuilding Our Care Infrastructure
VirtualIn July 2025, H.R. 1 – also known as the ‘One Big Beautiful Bill Act’ (OBBB)- was signed into law. The law’s tax cuts for wealthy individuals and corporations were financed by unprecedented cuts to programs that provide life-saving care and support to millions of Americans. Many of the law’s most harmful provisions will take effect in January 2026 and beyond. Cuts to federal programs such as SNAP, Medicaid and Medicare , and added administrative expenses, will put huge pressure on state budgets. In the coming months, state policymakers will be making crucial decisions about raising revenue or making significant cuts to programs across the board providing critical supports for women, children, immigrants, older adults, and people with disabilities.
