Preparing for the End of the Public Health Emergency: State Strategies for Coverage Retention

The end of the COVID-19 federal public health emergency (PHE) presents the single largest health coverage transition event since the first open enrollment of the Affordable Care Act. Currently, states are required to refrain from terminating Medicaid coverage based on a change of circumstance. Upon the end of the PHE (slated to expire on October 17, 2021), states will resume their renewal processes for Medicaid enrollees, generating an enormous redetermination event and leading to unprecedented system churn related to Medicaid coverage termination and eligibility transitions between Medicaid and the Marketplace. Given the dramatic increase in Medicaid enrollment during the pandemic, the potential loss of coverage for millions of Americans is significant. This webinar explored the key issues that states will face at the end of the PHE and strategies that are being designed to ensure families no longer eligible for Medicaid will not go uninsured. Speakers included Patti Boozang of Manatt Health Strategies, Sarah Hatton of the Virginia Department of Medical Assistance Services, and Heather Howard of State Health and Value Strategies at Princeton University.
