Kaiser Permanente’s Community Benefit program leaders and staff have worked with FSG to design and implement a Measurement and Evaluation for Learning and Outcomes system for promoting greater alignment and ensuring that data are collected and used to inform strategy development, demonstrate, impact, facilitate and reinforce a learning culture, and encourage adaptation and accountability. This collaborative process included developing theories of change, learning questions, outcomes and indicators, evaluation and learning activities, budgets, timelines, communications, and organizational learning assessments—and a change management strategy.
