Michael Reese Health Trust: July 2026

Building on decades of work to prevent domestic violence and support survivors, Michael Reese Health Trust, in partnership with the VNA Foundation, conducted a landscape scan of domestic violence prevention efforts focused on people who cause harm. The resulting report, Reaching People Who Cause Harm: Policies, Funding, and Strategies in Cook County, identifies urgent challenges as well as new opportunities for how Cook County, Illinois supports survivors, interrupts cycles of harm, and keeps families safe.

While the report identifies a variety of opportunities and ideas for the path forward, there are five key recommendations outlined:

  • Promote healthy relationships.
  • Expand program options.
  • Center children.
  • Modernize Partner Abuse Intervention Program (PAIP) curriculum and data collection.
  • Design and implement a coordination council for Cook County.

These recommendations provide a roadmap for both immediate and longer-term work to prevent partner violence, and the report also lays out next steps the Michael Reese Health Trust will invest in based on these findings.
